چکیده

A substantial body of research examines whether increasing the proportionality of an electoral system increases turnout, mostly based on cross-national comparisons. In this paper, we offer two main contributions to the previous literature. First, we exploit a within-country panel dataset based on stable subnational geographic units before and after Norway’s historic 1921 electoral reform. Second, we tie our predictions about the effect of the Norwegian reform—from a two-round, single-member district system to a multi-member district system with proportional representation—to recent theoretical work on elite mobilization. This work predicts that a transition from single-member to multi-member districts need not increase turnout. Whether it does or not will depend on the competitiveness of the pre-reform districts. Using our novel data, we find significant support for the predictions of the elite mobilization models. ∗This work was initiated while Jon Fiva was visiting the Institute for Quantitative Social Science at Harvard University. The effect of institutional and party system factors on turnout in Finnish parliamentary elections, 1962–2007: a district-level analysis

We examine the link between voter turnout and institutional features of electoral systems such as the threshold of exclusion and proportionality, and other empirical factors such as competition and the effective number of parties, i.e. factors that previous literature has suggested will probably be closely linked to district magnitude. As in Blais and Arts (2004) and Grofman and Selb (forthcomi...

Deciding on the Electoral System: Chiles Adoption of Proportional Representation in 1925

In 1925 a new electoral system was introduced in Chile. This reform changed the electoral formula from a cumulative voting system to a proportional one (d ́Hondt) and established new rules about district magnitude and form of voting. It has been argued that this reform was motivated by the emergence of new parties or the expansion of the electorate. This article offers an alternative explanation...

The Turnout Paradox: Why Changing Electoral Experiences Trump Changing Social Characteristics in Driving Voter Turnout in Advanced Democracies

This paper challenges the dominant paradigm of turnout studies by proposing that turnout variations occur because elections differ, not because countries differ; and certainly not because people differ. Indeed, we take the radical position that what matters if we want to understand overtime and cross-national turnout variations is differences in the ways in which citizens are affected by the el...
